An attempt to pass a letter through technical channels at the border failed. We have therefore decided to send a letter to the Chinese authority designated in the 1964 Agreement through ordinary post asking for a September supply, but adding that we are still prepared to take the supplies asked for in July and August. Copy of letter is being sent to you.

I doubt if there would be any value in Chargé d'Affaires Peking, getting involved with MFA, at least until we see if our letter elicits any reaction. Nevertheless I shall send him by pag next week a second signed original. If we get no reaction at all to the letter sent by post from here, subject to your and his views, it might help if he were either to send the second letter to MFA with simple request to transmit it or, alternatively, to post in Peking.
30 Text of our letter is not being released, but G.I.S.
No mention will confirm that it has been despatched by post. will be made of possible use of Peking.
