Stretton referred to the sting held at ministerial

leval on the 18th Jamury and explained that the purpose of the present discussion was to consider ; --

(a) what precedenta there were for the transfer of staff between public authorities that could be regarded es relevent to the situation facing us in Hong Kong;

(b) other arguments than those already de layed in discussions

at mindsterial level in support of the transfɑr arrangesent and termo that X.P.3.ä. were asking the Hon, Kong

ovarɛment to recept.

This was in fhet a case of

No precedent could be found that motly corresponded to the situstion we faced in Hong Kong, transfer between two gove:monta and must be so treated. The transfers of staff (rom the U.E. Civil Service to the Atomde knergy Authority and the Airperts Authority (mentioned by H„F,B.Y.) were dissimilar in yet another respect; these authorities did not have, at time of transfer, any staff of their own of the same gredes or the same functions sa the staff tra:aferred to them, and consequently no problems of assisilation are:

The particular points in the terms offered by the Hong Kong Government that the Minister of Public Building and Forks regarded as unsatisfactory were:-

(1) point of entry into the Hong Son salary acalas;

(11) pemotion prospects;

(111) position in the event of a redundancy situation.

There "disabilities" all in faot darived from the Hong Long Goverment view that the 3.F.B.V. staff could not be granted on transfer to the Hong Kong service a seniority determined by the length of their U.K. Goverment service and must enter the Hong Kong sory ce so new entrants (as did the Navy Department personnel :ade redundant upon the closure of the Naval Lockyard.
