First PD Progress in discussions to-day with HK Government on financial and administrative matters more encouraging PD

Second PD Financial Secretary has accepted that six hundred thousand

for capital works can be cumulative over four years and that they would

consider each project on its merits and would not be unduly restrictive about confining to IS Garrison PD This seems sensible and unless any difficulties

are seen we propose to accept PD

Third PD Hong Kong propose as part of general arrangements that Part II services above five thousand pounds should count against capital contribution PD This might add one hundred thousand pounds over four years to work to be financed from this contribution PD Financial Secretary indicated that if total of two point four million that is four times six hundred thousand is inadequate some further contribution might be possible PD Subject to further discussion we

propose to accept this arrangement PD

Five PD Reference PARA third ALPHA of my RTT/66 Hong Kong Government have vacancies for drivers and expect to have others which might make it

possible to absorb all our driver redundancies PD
