When I was in Hong Kong before Christmas I spent

a lot of time with the Governor and the Commissioner
of Labour going through an Executive Council
memorandum they were producing on the Departmental
Legislative Programme of the Labour Department.
purpose of this memorandum was, as you know, to get
the approval of Executive Council for a forward-
looking programme, which could then be given suitable publicity.

The memorandum in its final form is at Flag A
below. It was approved by Executive Council, the Commissioner of Labour subsequently made a policy
statement to Legislative Council, and this was well received by the press and public in Hong Kong. Mr. Foggon has given it suitable circulation here
(including Mr. Ernest Thornton!) where it has also
been well received.
3. I have sent a somewhat belated acknowledgment to Sir David Trench, after discussion with Mr. Foggon. 4. Although you are generally aware of these
developments, you might like to look at the Ex. Co.
memorandum itself. I am very sorry I have not got this to you earlier, but you know what the pre-
occupations have been on other fronts.
