Arthur Galsworthy wrote to the Governor on 15 March reference HWB 18/6) about the Labour Department's legislative programme which Hetherington announced in the Legislative Council on 14 February and which we were glad to note seems to have created such a favourable impression in Hong Kong.

Galsworthy mentioned that we would very much like to review progress on labour matters with the Governor when he comes to London after Easter. In order that any briefing considered
necessary for Sir David may be prepared, the following are the points of immediate importance which have been noted here for review with him.
(a) The staffing of the Labour Department, including future policy about the filling of the post of Commissioner of Labour, the position of the two senior contract officers, and the filling of the post of Adviser on joint consultation. (b) Local reactions to the reduction in hours of work for
women and young persons, in particular in relation to any loss of wages that may have resulted.
(c) The projected timetable for the Legislative Programme which
was announced to the Legislative Council on 14 February.
(a) Social security progress with the Report of the Social
Security Committee.
3. It might be helpful generally in looking at these labour questions if we could have any comments on George Foggon's report (sent
sent to you with our savingram No.308 of 24 November) in advance of the Governor's visit.
