I could understand your concern if the new

regulations made it obligatory for women and young persons

in Hong Kong industry

I must emphasise that it is only the maximum limits

on overtime which are being raised, temporarily. There

is no compulsion, other than economic pressures possibly,

in fact, on women and young persons to work/any overtime;

the trend on overtime worked over the last year has been

downward. Secondly, it is important to remember that

overtime is expensive to the employer and he may, therefore,

be expected to be sparing in/its use; on these grounds we

doubt whether the maximum permitted hours of overtime will

be worked, particularly in the later stages of the phased

programme.

Another point which is easy to overlook is that large

numbers of women and young persons are employed on shift

work where overtime is not possible. This is so in the

spinning and weaving industries and, in the quarter ending
