years, I think that there will be acute dissatisfaction in Parliament on what is proposed. I may say that when I gave an indication of this here, I was told in no uncertain terms that this was the worst kind of argument to use in Hong Kong.
In other respects there is some progress in revising legislation but it is moving forward altogether too slowly and in accordance with what I can only regard as an unsympathetic attitude towards labour improvement. Most of the labour legislation proposed has been given low priority in the drafting pro gramme. Here the Governor has been rather more forthcoming in expressing the readiness in seeing some of the priorities changed particularly as regards workmens' compensation, redundancy claims and improvement of terms and conditions e.g. the period of notice eto, There are a considerable number of detailed matters here that I will embody as far as possible in a comprehensive report but my general impression is the show of activity rather than a real determination to grip the situation and deal with it.
