I.L.O. Recommendation No. 123 Concerning

The Employment of Women With Family Responsibilities

Although no report has been called for by the I.L.O., I wish to place on record the attitude of the Hong Kong Government towards Recommendation No. 123. The following are my observations on the various paragraphs of the Recommendation:-

(a) Paragraphs 1. 2. 4. 5. 6 and 8

The various points made in these paragraphs have been accepted as aims of policy by the Labour, Education and Social Welfare Departments. The Director of Social Welfare is giving consideration to the enactment of legislation which will cover certain of the provisions, including the specification of acceptable standards and the registration and inspection of institutes and centres offering child-care service. He also considers that services provided by his department and the voluntary agencies by way of counselling, child-care and the provision of funds to subvent places in day-care centres, creches and play-centres are able to relieve several of the problems confronting women workers with family responsibilities.

(b) Paragraph 3

This is not so easy to comply with, as the man-power and expense involved in the collection and publication of statistics through systematic surveys would be consider- able. In spite of the lack of accurate statistics, the Director of Social Welfare is of the opinion that the need for the provision of child-care services and facilities is widely known in the local community, and the current survey on urban family life may throw more light on how the needs and preferences for such services might be met.
