Mr. Carter

When I was in Hong Kong I discussed with the

Governor the state of play on both the legislative

programme of the Labour Department and on the

proposal for the appointment of Urban District

Officers.

2. I now attach a letter I have had from the

Governor dealing with both subjects. The paper on the labour programme is very much as he and I

discussed it in draft; and the appointment of Urban District Officers has of course now been agreed and

announced.

3. I think Lord Shepherd will certainly wish to see the paper on the legislative programme of the Labour Department, together with any comments which your Department or Mr. Foggon may have. Could this

paper therefore be suitably registered and submitted

through Mr. Foggon and myself to the Minister of

State?
