NEW LAW WILL GIVE WIDER POWERS
TO REGULATE WORKING HOURS
A Bill which would give further powers to the
Commissioner of Labour to make orders relating to
hours of work in industry, particularly for women
and young persons, has been introduced in the Colony's
Legislative Council.
Moving the first reading of the Factories and
Industrial Undertakings (Amendment) Bill, 1967,
Mr. R.M. Hetherington, the Commissioner of Labour,
said its passage into law would give him greater
flexibility in dealing with a complicated problem.
Mr. Hetherington said that the number of young
persons employed in industrial undertakings in
Hong Kong accounted for less than 12 per cent of
the total working force.
Two methods of approach could be adopted to
meet the complicated situation, which involved
problems of wage rates and earnings, and of for-
ward planning by managements.
He continued: "One is to seek to arrange for
the progressive reduction of the maximum statutory
hours of work throughout all industries by a phased
programme, with the object of endeavouring to ensure
that all industries can effectively plan ahead for
this reduction, without adverse economic effects
