I am replying to your letter of the 14th June

addressed to George Thomson on the subject of the

textile and garment workers in Hong Kong.

Since Mr. Greenhalgh has sent you a copy of

his letter dated the 23rd May, addressed to the Governor

of Hong Kong, which deals with this subject at some

length, I think you will be interested to see the reply

of the Colonial Secretary (now Acting Governor) to

Mr. Greenhalgh, a copy of which I am enclosing with this

letter.

In addition to replying to the points raised by

Mr. Greenàlgh, the Colonial Secretary's letter gives a

detailed and comprehensive account of the current

situation in Hong Kong in relation to working hours,

with particular reference to the position of women and

young persons. The letter mentions (paragraph 8) the

Bill which was recently published and which was

introduced into the Hong Kong Legislative Council on

the 28th June. The purposes

of the Bill were described

by the Commissioner of Labour in his speech to the

Legislative Council when moving its first reading.

I need hardly say that I myself am far from

satisfied with the general labour relations situation

in Hong Kong, and in particular with the hours worked

in the garment industry by women and young persons.
