4. On the basis of these reports it seems that the "China Mail" has misrepresented the cases of the two girls unless there has been an elaborate conspiracy by the proprietor, the foremen, the workers, and Miss Yeung to deceive experienced officers of the Labour Department.
5. I suggest that your reply to Mr. Thornton is based on the facts given above. Proposals for labour legisla- tion are to be the subjects of discussion with Lord She- pherd during his forthcoming visit, but I would prefer to make no public comment on this at this stage.
