My second suggestion is that the Labour Department should use its good offices in either persuading or compelling the employers to adopt a more co-operative attitude with the right wing unions, and at the same time, trying to persuade the individual right wing unions to concentrate upon industrial matters,

leaving political issues to the National Trade Union Centre (HKTUC).

In the very near future, it is my intention to solicit the assistance of the International Labour Office to try to obtain some improvement in the working hours of women and young persons in Hongkong.
