It has nominated six trade unionists for training in industrial relations in the United Kingdom and has encouraged and facilitated training at the Asian Trade Union College in India and the Labour Education Centre in the Philippines. The question of political action by either the Hong Kong and Kowloon Trades Union Council or the Hong Kong Federation of Trade Unions has not featured in any of these activities of the Labour Department.

To summarise, the recent disorders have shown that the vast majority of the people of Hong Kong support Government and the way of life which they lead here. does not invite complacency about existing conditions and we are determined to make improvements which, it is accepted, are necessary and desirable. The economic prosperity of Hong Kong over the past two decades has been shared by its inhabitants and the physical signs of its development are there for all to see. The community enjoys an increasingly higher standard of living - over the past eight years it is estimated that wages have doubled. It is the Government's intention to continue to improve the conditions of the people and we welcome well-intentioned and informed assistance. We feel, however, that we can only be impeded by denigration, a lack of sympathy towards local problems, and the dissemination of ill-informed or inaccurate information about Hong Kong. If your proposed approach to the I.L.0. results in practical solutions to any of our difficulties, I need not say that we will be the first to welcome its advice.
