When the bundle of files on Hong Kong Labour Conditions returns, I should be grateful if you would have a look at FED 336/402/03 and in particular my minute of 9 February, 1967 and FED 336/400/04 my minute of 29 December, 1966.

2. As you will observe action is not complete on either of these minutes but I feel it is particularly regrettable that having drawn attention to the fact that a reply to my report had been put away

unexamined, and having made suggestions for certain points to be raised suggestions subsequently

supported by the Head of the Department, his minute of 21 February the papers apparently once again disappeared without action being taken.
