Since dictating my earlier minute of today's date, Mr. Greenhalgh's letter of 22 March and the proposed draft have reached me.

I think that in replying to Mr. Greenhalgh we should be as conciliatory as possible and I think therefore that we should merely be silent on those parts of his letter which seem to show a misunder- standing. I believe that a draft based on the information contained in Savingram No. 538 at (29) would give satisfaction and I have so proposed on the draft.
