we have got no further than the consideration of

regulations which in practical effect will leave
untouched the hours of work in those industries
where excessive hours are the general rule. Against
this background it is not clear how any progress
is to be made in bringing the hours of work of
liong Kong women and young persons into line with
other Asian countries without outside pressure
since the initiative for change seems unlikely to
crise in Hong Kong itself.
