Dear Judith,

I am told that you are now

taking over the business of answering

questions upon dependent territories in

the stead of Fred Lee, and hence hope you

can find time to see me during this week.

I saw Fred as the former Minister

-

before going off to Hong Kong in December,

and promised him a report upon my return.

This colony needs urgent and detailed

attention, as I am quite sure your Civil

Servants will confirm. I had a long talk

with the Governor, Sir David Trench. I

believe him to be a liberal minded man,

who is keen to implement reforms of the

municipal set-up, although I would not say

as much for some other officials.

I know that Ernest Thornton, like

myself, will be urging the Secretary of
