In answer to this (5th August) letter, the Commissioner replied on 17th August, 1966. "As we did not enclose a copy of the contract with our letter he could not comment about the points (14.b) made.

This may seem a little strange for surely having been aware of the clause 14(b)., in the 'model' contract since he, we assume, dictated it. Why will he not comment?

Para. 3(a) (1).

In paragraph six of this letter he writes:-

"This model contract has been sent to the Ministry of Labour for comments. The only observations from the Ministry of Labour are that it cannot co-operate in enforcing the provisions of clauses 7(a), 14(c), and 19., but has no objection to these paragraphs remaining in the model contract".

I cannot accept this. Why should the Ministry raise no objection for these clauses to remain in a 'model' contract that would be sent to U.K. residents as a model for which to use in preparing their own contract, when being aware they were not prepared to enforce these clauses?

During August, several letters were sent putting forward consider- ations for a change of terms of the contract.

Previously we had informed the Commissioner the confusion caused by certain employees refusing to pay National Insurance and Income Tax on the grounds that they had not been informed of this, despite our agents information to the contrary. We wrote to the Commissioner pointing out that as there was a recent arrival disputing our agents word would he confirm that the matter was explained at the time of attestation, as the permit clearly stated these deductions.

His reply dated 18th August, 1966 informed us:-

"I do not require to see any workers Labour Permit,...
