36. Proposed Action.

I think we might suggest to Hong Kong that they should consider carefully the possibility of making full use of the fact that the Convention is not quite so strict as their present law (see my paragraph 34 above).

37. Secondly, I suggest that a letter, vetted by legal advisers, should be sent

to Mr. Burn, explaining the points I have made in my paragraph, 5-1

above.
