If we are to answer Mr. Burn's letter point by point it will be necessary to consult both the Governor of Hong Kong and the Ministry of Labour and possibly one or two other authorities, However I do not imagine that a point by point answer would mollify Mr. Burn or that this is how the Minister would wish to reply.
