to prepare our own contracta. We adopted this coursə and whereupon they refused to attest our contracts. The agent cabled requesting authority to sign a contract that contained terms identical to the model contract. We consider that being aware of the views of your Ministry, concerning the unenforceable clauses, the Commissioner of Labour was misleading both ourselves and employees over these and trust that your Ministry will make representations to prevent this practice from continuing.

(3) We requested our agents to point out the conditions governing employment in the United Kingdom.

"If you will look up the Labour Permit issued by the Ministryof Labour under Paragraph No.6

it statesi-

"This permit is valid only for the particular employment for which it is issued and not for employment of another kind or with another employer.

Also the "Fotice to Permit Holder" Paragraph 2, specifically states, inter alia, "the holder is expected to remain in that employment", and "under no circumstances may the holder take employment other than that specified in the permit without the prior permission of the Ministry of Labour".

We do not have a copy of the permit in our possession to confirm the text, but we are of the opinion that there may be grounds for examining whether the action of the cooks was contrary to the conditions of the issue of the permits.

We shall be grateful if you will let us have your views on the three points we have raised.
