Background
4. The Hong Kong Government proposes to introduce
legislation, in the form of a Copyright (Hong Kong)
Order and a Copyright Bill which would have the effect
of making the U.K. Copyright Act of 1956 applicable in the
Colony with certain modifications. These modifications
would, in the opinion of Rediffusion (Hong Kong) Ltd.,
who operate a wire diffusion service in the Colony,
deprive them of their exclusive right under licence to
operate a local diffusion service, preventing them in
effect from relaying the broadcasts of the recently
established local commercial station, Hong Kong T.V.,
in which two other British commercial television
companies are understood to hold a part interest.
have, therefore, started litigation to prevent the
Government of Hong Kong from proceeding with this legisla-
tion in its present form. Meanwhile we have, ourselves,
had exchanges with the Government of Hong Kong about
this proposed legislation, the terms and implications
of which are not wholly clear, and the Assistant to
the Hong Kong Law Officers is coming to London for a
meeting on 25 June.

them in an action against the Hong Kong Government.
