Questions to be decided.
Mr. Hobley said he would like to start by asking three
questions:
1.
Was the decision to restrict relay rights the
correct one?
2.
Could the Hong Kong Government in fact give
effect to that decision?
3.
If so, were they inhibited from doing this
by reason of the "rights" of R.T.V. under
their 1956 licence?
In relation to the first question he stressed the intense
competition between the two companies, H.K.T.V. and R.T.V.
It seemed wrong to give R.T.V. the benefit of two additional
free channels.

3. The Chairman said he did not see how R.T.V. would be able
to relay anything if the legislation went through in its
present form. Mr. Hobley said it was the intention to apply
Section 40(3), and this would solve that particular problem.
4. Mr. Davis said that the Patent Office saw no direct
objection to the proposed legislation on copyright grounds.
