Herewith our draft despatch to the Governor, based on the minute you sent me on 3 July and also on the detailed notes of your meeting with Mr. Hobley. This draft is necessarily incomplete as it stands. My Department cannot be expected to comment on the political aspects of the matter and I have therefore sent a copy of the draft (together with copies of the papers you kindly sent me) to Hong Kong Department for their comments. I should however be grateful if you would consider the draft in the light of your advice to us and confirm that it is in accordance with your view of the matter.
