In view of the writ referred to in my saving despatch No. 683 dated 8th May, 1968, I would be grateful if, when commenting on the draft
Copyright Bill 1968, forwarded with my saving despatch No. 211 of 10th February, 1968, you would express your views as to
(a)
(b)
whether section 31(3) of the Copyright Act 1956 confers power to enact the Bill in its present form; and
whether the Bill if enacted in its present form under the Letters Patent and not under section 31(3) would be repugnant to the Copyright Act 1956 and so offend the Colonial Laws Validity Act 1865.
