proceedings could properly be

embraced within the meaning of

the word "remedies".

This word

is normally used with reference

to civil proceedings. However,

he acknowledges that the

Copyright Act itself includes

Section 21 under the heading

"Remedies".

3. Mr. Beattie of Commonwealth Trade

Department, who was until very recently dealing

with this matter, had a meeting with

Mr. Wallace (the copyright expert at the

Board of Trade) which was also attended by

Mr. Gaminara of Hong Kong Department.

Mr. Wallace considered that the piloting of

the Order in Council would be the

responsibility of his Minister and was,

therefore, concerned to see that Rediffusion

Limited were not given any avoidable

opportunities of criticising his Minister over

the outcome of the matter. He felt that the

Hong Kong Government's intention to give the

Broadcasting Authority power to control wire

diffusion was the right course, despite

Rediffusion's objections. It was true that

in the U.K. the B.B.C. and I.T.A. diâ not have

this right, but they had not asked for it at

the time that the Act was introduced,

probably because circumstances in this country

are such that Rediffusion is not in

competition with the B.B.C. and I.T.A. He

considered that, on the assumption that

licences (not the normal P.M.G. television

licences, but licences issued by H.K.T.V.B.
