Even if the Minister may have expressed certain personal opinions, I see no reason for referring to the fact in the letter to Mr. de Basto. I have drafted this letter with a view to its closing the correspondence between the Minister and Mr. de Basto so that when decisions are reached, or views formulated, they can be conveyed to Mr. de Basto through the Governor of Hong Kong, which seems to me would be the proper channel of communication.
