I have received the

enclosed letter

and newspaper cutting from Miss Elsie Elliott in Hong Kong. I have met this lady, who seemed to me a very irrational person of somewhat extreme views, and I have had many communications from her in the past, all violently criticising the Government of Hong Kong. I do not feel very sympathetic towards her charges, but no doubt some corruption does exist in Hong Kong and I wonder if you could send me a reply suitable for transmission to her setting out our efforts to eradicate this in the Colony?
