enclosing one from Mrs. Elliottt.

Mrs. Elliott's letter and its enclosures
have done nothing to convince me that corruption
in Hong Kong is protected by Government
policy. That corruption exists the Government does not deny but strenuous
efforts are being made to eradicate it.
I cannot believe that, in the case of the Hawker Control Force corporal mentioned by Mrs. Elliott, none of the others he implicated were even investigated. I am
however seeking information from the
Governor about this case. I am also
asking for the Governor's views on the
allegations, made in the letter to Mrs.
Elliott, of malpractices in the legal
profession.

The letter from Mrs Elliott's other
correspondent is, however, a different
matter. It names specific individuals
who are said to be living in a style inconsistent with their Government salary.
As I have said there is a requirement in
Hong Kong that if an officer is shown to be living beyond his official salary
there is an onus on himto explain how
this has come about. In the absence of an
explanation he is liable to dismissal.
Mrs. Elliott's correspondent should therefore forward the evidence he has against these
individuals to the appropriate authorities
in Hong Kong. The matter will then be
investigated. I do not feel it would be proper for me to bring the weight of the
Commonwealth
