Both the Hong Kong Government and public are aware of the loyal and efficient service rendered by all ranks of the Police Force in recent energency conditions and I am confident that all reasonable steps will be taken to ensure that Police Pay and conditions of service are commensurable with the very heavy burden borne by the Force.

Training (Police Training School Aberdeen and Police
Training College, Fanling)
(a) Internal
The training facilities, both basic and in-service, available at the Police Training School, Aberdeen, are both comprehensive and effective.
I had useful discussions with both the Commandant, Mr. J.J.E. Morrin, Senior Superintendent, and Mr. C.D. St. Q. Fletcher, the Senior Force Training Officer.
Instructional, classroom and accommodation amenities are modern and well-planned.
It was suggested, however, that the present selection process for direct-entry expatriate Inspectors was inadequate (recruiting is channelled through the Crown Agents) and that a system of extended interview would ensure that candidates were thoroughly tested as to suitability before appointment. I will take this up with the Home Office and report in due course. In the meantime, it was suggested that a member from the office of the Overseas Police Adviser should attend selection boards at the Crown Agents, An average of 15-30 direct-entry expatriate Inspectors are recruited annually from the United Kingdom.
A case was also made for an Instructor's allowance for all staff at the P.T.S., Aberdeen Instructional duties are, with notable exceptions, unpopular, require a degree of specialisation and living at Aberdeen which, in Hong Kong terms, is remote from main centres of population, shops etc., inposes some hardship on Training School staff. I suggest this proposal be examined by the Commissioner of Police as to its validity.
(b) External
Hong Kong Police officers attend a number of advanced, general and specialised courses in the United Kingdom annually.
Preferences were expressed for the Inspectors' (A) Course at /Bramshill
