First of all I would like to say how pleased I was to see your name in the New Year's Honours List and would like to offer my sincerest congratulations on your award by the Queen of the C.M.G. You have been through some very difficult times in Hong Kong and the honour is well deserved.

To revert to more mundane matters, you will recall that in his recent report Mr. Macoun commented on the fact that enlistment in your Force is not on a contractual basis nor is there any system of re-engagement in force. recommended, therefore, that "any future general revision of Police salaries should

be accompanied by an examination of the contractual liabilities of the Police".

Could you please let me know if any action is being taken on this

recommendation.
