Thank you for your letter of the 2nd January, 1968 reference OPA 10 concerning the "contractual liabilities of the Police" referred to in Mr Macoun's Report.
First of all I would like to thank you for your congratula- tions on my award of the C.M.G. by H.M. the Queen.
The question of "contractual liabilities" is now being staffed and I will let you know our conclusions when this has been thoroughly examined.
As you will appreciate, one of the considerations which we must take fully into account is the Chinese attitude towards such terms of engagement which are not an integral part of Government's conditions of service and may lead to the lower ranks through lack of understand- ing, feeling that they are not permanent members of the Police Force. Another consideration is our ability to enforce such a contract. Although I have been used to a proper "engagement" in West Africa, it is an entirely new concept in Hong Kong.
