The SCA said that people, in HK wanted HG to back us up. had a feeling that the HK Government was being held back by HMG, e.g. over the death penalty.

The Minister noted that the Courts were already giving less thàn the maximum sentence (14 years) for possession of explosives. He could support the extension of the death penalty only perhaps to cases of attempted murder by means of explosives.

The Governor said he did not wish to pursue this matter until he sew how long the present level of bombing was kept up, but that he might wish to proceed with Regulations permitting a mandatary death penalty for attempted murder with explosives.
