I see from (11) on 14237/15 that Hong Kong's former Regulation 116A was agreed to on condition that the Secretary of State's approval should be obtained before the regulation was actually brought into operation. Do we know whether it was ever brought into

operation? This would be relevant if Ministers were to ask us

about the experience of operating it.
