would not, as I see it, be a question of sending all long-term prisoners to the United Kingdom but of selecting a few of the category described in paragraph 2 above (including no doubt some convicted of bomb offences).

Lord Shepherd will be leaving an route for Hong Kong about 10 October. It would be most helpful if we could have your preliminary reactions before then.
7. I am sending a copy of this letter to James Murray in the Foreign Office who may wish to comment on the likely Chinese reaction to any arrangement on these lines.
