Thank you for your letters of 15 December

and 27 December, 1967 forward to me with

memoranda concerning the Public Order Ordnance

Λ

of Hong Kong.

We have now been able to make a preliminary

study of these memoranda and also of a petition

received from the Reform Club of Hong Kong, and

does not seem to me that these documents make it

out a case for taking very serious action of

disallowing the Ordnance.

However, these documents, and particularly

the memorandum from the Hong Kong Branch of

Justice, doaise certain points which we will be

referring to the Governor of Hong Kong and I

shall let you know in due course what, if any,

action it is proposed to take as a result of our

discussions with the Governor.
