Dear hard Shepherd.
Since I last wrote to you about Hong Kong and sent you a copy of the Memorandum of appraisal prepared by one of the members of our Commonwealth Committee, we have received a very full and detailed analysis of the Public Order Ordinance prepared by our Hong Kong Branch, and I am enclosing some copies of it for your information.
You will see that, in the light of its knowledge of local conditions, our Branch has made more far-reaching criticisms than we could have attempted to do here, and some of us who have looked at this Memorandum now feel that the case for disallowance is a very strong one, although we still adhere to the view already expressed that such a course might be politically undesirable and to be undertaken only in the last resort.
We would therefore invite you to give serious consideration to the many defects and dangers in this. Bill with a view to taking them up with the Hong Kong Government. Our feeling is that this kind of legislation will not be helpful in the long run and is bound to produce a sense of irritation and frustration on which the evil elements in the colony will be able to work to their own advantage.
