I agree that the Ordinance confers on the authorities wide

powers to enable them to deal with trouble-makers and malcontents.

But in the particular conditions of Hong Kong, I am satisfied that

such powers are necessary and I have every confidence that those

discretion

powers will be used with impartiality and restraint.

be brought to the notice of the Governor/May I say how much I

appreciate the trouble and care which has obviously been taken in

preparing the memoranda and the helpful and co-operative manner

in which they have been presented.
