Petition to Her Gracious Majesty, The Queen.

Gracious Madam,

As one who topped the polls in a recent Urban Council Election, the only body in Hong Kong on which there is any elected member, I wish to present this petition in support of a petition made by the Reform Club of Hong Kong of which four Members are also elected

to the Urban Council.

The Reform Club has protested against the hasty passing of the Public Order Bill in Hong Kong, a Bill that abrogates human rights and curtails the liberties of the underprivileged of this

Hong Kong community.

Your Majesty must be aware of the discontent of the underprivileged in this Colony, a discontent that showed itself in

1966, before the present leftist disturbances began. The laws of this Colony had already been abused by those in a position to abuse them. The new Public Order Bill will give further liberty to those with power to abuse the law and deny rights to the people.

May I also protest against the indiscriminate beatings administered by the police on all persons arrested, whether guilty or innocent. The recent trial of three policemen for beating to death

a man in their charge is in fact only an attempt to cover up the truth that beating, often resulting in death, is normal police practice.
