I hope we shall bear in mind that Communist papers remain a specially sensitive question and that we should, therefore, continue to tread very carefully.
2. It would also be in our interest to ensure papers are made aware at a very early stage of our likely course, so that there is no danger of them trying to re-publish before making deposits, on the wrong assumption that we would turn a blind eye, thereby provoking a crisis.
