It has been decided that we must look again at the question whether action against some of the remaining Communist Chinese papers would not now be timely.
The initial examination here will take some little time, but in the meantime His Excellency has asked me to send you, purely for information at this stage, copies of the latest Special Branch appraisals of this question dated the 19th and 24th October and 9th November. Part of the purpose is to provide background information in order, we hope, to cut down the telegrams a bit when we are ready to address the Commonwealth Office formally.
I very much look forward to seeing you again when you come out here next month, and I do hope you have made a good recovery from the very unfortunate accident which took place this summer.
