I would be grateful for your decision on the question of emergency regulations against broadsheets.

2. The influence and numbers of these broadsheets have lessened markedly in the last few weeks. Nonetheless, the broadsheets remains a potent weapon in the Communist armoury should we be forced again to proceed against the Communist Press, especially one of the major papers. The general tenor of this Press has in fact continued to show caution in recent weeks but the possibility of a reversion to seditious and actionable attacks on Government exists. The period 1 to 10 October is a particularly dangerous one from this standpoint.
