d'Affaires and his staff in Peking, the Senior

Inspector of Police who was abducted on 14th October,

and other British Nationals in China (including British

seamen in ships calling at ports on the China coast).

Economic pressure could also be applied by way of

disruption of food, water and other supplies.

China might also be persuaded to give more active support,

by ways of men, materials and money to the terrorist

campaign;

further border incidents and demonstrations, possibly

on a much higher scale than heretofore, could be

staged in protest;

incidents in protest would probably be staged in

the Urban area

these may continue for some time;

incitement to and encouragement for acts of violence

could still be broadcast over Radio Villa Verde and

Mainland Radio Stations; and

it would present communists and fellows travellers

throughout the world with the opportunity to attack

a Colonial regime for interfering with the freedom

of the press.

"masses" is, to a large extent, responsible for inciting and
