My own reaction to Hong Kong telegram No. 1112 was much as yours. I see advantage in any action being comprehensive, effective and swift. Otherwise there will be a long drawn-out propaganda campaign.

2. As regards "provocation" to Peking I agree the difference is likely to be marginal. It is even possible that the Chinese would find it easier to swallow a short sharp measure (after an initial scream) than a long drawn-out affair. quite impossible to predict in present circumstances what Chinese reaction would be. With their present internal pre- occupations it might be limited to a very angry protest.
