2. I have held up the preparation of a draft reply because the question of action against the Communist Press in Hong Kong
has recently been under consideration here and the submission
flagged C summarises the situation. The course of action
outlined in paragraph 4 of that submission has received Ministerial approval, the Governor was so informed and the Reuter's report flagged D indicates that action against certain Communist papers has now been taken. This is only a first step and if the action taken is not effective, then
the course set out in paragraph 4 of the submission will need
to be followed.
