Mr. Forster
Sir Arthur Galsworthy wishes to send the
attached three telegrams to H.M. Ambassador in Dublin. As you will see, the object is to consult Sir David
Trench, Governor of Hong Kong, about the Tyrer affair.
2. I would be grateful if you would authorise the
despatch of these telegrams after confirming whether or
not we can speak on the scrambler to the Embassy in Dublin (paragraph 6 of the second telegram refers). If
we cannot do this I think the whole of paragraph 6
of that telegram should be deleted.
