You asked if we could compute Mr. Tyrer's pension at the end of his service in Hong Kong. We have assumed that he has four months leave to his credit and that his service will come to an end on 30th November, 1967. A copy of the computation has been placed on the personal file of Mr. Tyrer which is attached. One essential fact is not known to us and for this reason the calculations must be regarded as an estimate.

The 1965 Salaries Revision in Hong Kong introduced an option relating to final pensionable emoluments. Up to that time final pension emoluments for pension purposes were treated as 90% of substantive salary and 50% of expatriation pay. As from the 1st April, 1965 final pension emoluments will be treated as 100% of substantive salary and expatriation pay provided the officer has opted to take a reduction in leave earning rates. At the option of the officer he may either retain his existing pension and leave earning rights or elect to take the new pension and leave earning rights. We do not know what option Mr. Tyrer has made and therefore two calculations of his pension have been made based on 90% and 100% of final pensionable emoluments. This gives the following result:-

90% basis

unreduced pension of

€2,924. 28. od.

reduced pension of

£2,193, 18. 6d.

plus

commuted pension gratuity of

100% basis

unreduced pension of

€3,249. Os.

The calculations in the previous paragraph all relate to a hypothetical pension. But because Mr. Tyrer served in two territories, Trinidad and Hong Kong, the hypothetical pension will be apportioned between them on the basis of his Aggregate Pensionable Emoluments in each territory. We cannot make this apportionment at present because we do not have a statement of AggrĹgate Pensionable Emoluments from Hong Kong.

4. I am not sure whether you want this minute for other papers. I have therefore kept it off the personal file but I have placed a copy on it.
