Mr. Hall

I refer to Mr. Carter's minute of 3 August regarding Mr. Tyrer.

2. I note that from para. 5 of the Minute, Mr. Tyrer is not altogether pleased about the attachment to this Office but, quite frankly, we are doing our best for him in the circumstances. He is engaged on the preparation of a basic paper on the Internal Security competence of the Hong Kong Police though this has been held up as I am waiting for certain papers from Hong Kong to enable him to complete the task. Additionally, he is assisting in classifying reference material in this Office, a task which has been postponed for several months due to pressure of work on the very small staff available to this Office.

Nevertheless I can well understand his reluctance to be employed in a purely subordinate and ad hoc capacity but circumstances preclude giving him more work in this office of a permanent and continuing nature.

There are no posts abroad at the moment for which he would be suitable. The only posts which would be appropriate

to an officer of his seniority and experience are the Commissioner of Police, Lesotho, and Police Adviser, Singapore. I cannot envisage any Gover ment accepting him in a command post such as the former in view of his precipitate withdrawal from his command in Hong Kong and the Singapore Government has already indicated that they would prefer an officer whose background has not been in South East Asia for the Advisory post there (duration of secondment 12months only).

5. I do not wish to be unhelpful but would recommend that there is no alternative but to permit Mr. Tyrer to phase out in this office as soon as he has completed the tasks in hand. After all, he was accommodated here as a face-saving exercise and I cannot, quite frankly, envisage his re-employment in a police capacity anywhere overseas after the events of recent weeks in Hong Kong.
