It is reported that the target of 63, Fuk Lo Chuen Road, Kowloon, who was under surveillance by the X Branch and who moved out from the pre- mises, is now discovered.
2.
Please check whether or not the target is a Comrade of your Section. If he is, it will be advisable for him to employ tricks to dodge the sur- veillance, and to move to a place of safety under cover.

It is found that the method used by the X Branch to follow-up clues is to make enquiries in the nearby area from lorry drivers and coolies, using $50 as a bait. In future, whenever removal is considered by the organisation of the base, it is advisable to avoid employment of lorries and coolies within the area (e.g. to employ lorries at Wanchai, or some other more distant place, when one is removing from North Point). Whenever one discovers surveillance, please try to move all documents to a safe place before removing the furniture, in order not to leave traces.

The following activities of the X Branch are reported :-
a)
A target at 33, Soy Street, was discovered on August 13th, to be paying a visit to another target at 42, Chekiang Street who was under active investigation. The former was followed to 12, Yuk Sau Street, Happy Valley, and arrested while he was having tea at a tea house.
